Worldwide Terrorism Deaths Rise 40% in 2006

According to a report by Reuters, quoting the State Department's annual assessment, global terrorism fatalities rose from 14,618 in 2005 to an astounding 20,498, a 40% increase.  Those are the deaths the State department was able to count; it's a fair bet there were many more in areas where access is restricted, like Iraq, Somalia, and parts of Sri Lanka.

Why is it that, in spite of the hundreds of billions of dollars the U.S. has borrowed to finance its War on Terror, terrorism has steadily increased?  Could it be because violence benefits chaos, rather than stability?
